Job Overview:The headquarters Resettlement Team oversees the implementation and quality of services for refugees within their early resettlement period. The team supports IRC local office staff in implementing high quality programs by providing technical assistance, training and monitoring. The Reception and Placement Program, funded by the Bureau for Population, Refugees and Migration, provides early self-sufficiency services to newly arrived refugees.The Roving Housing Program Manager provides in-person and virtual support to IRC U.S. sites in need of additional housing support, due to unexpected vacancies or surge in arrivals. This position will be expected to travel up to 70% of the time to any of the 30+ IRC resettlement sites and to provide a range of strengths-based, client-centered case management R&P services. This position will deploy primarily to the IRC's West region (CO, UT, ID, MT, WA, CA, AZ & TX ) and report to the HQ Program Officer, R&P Roving Direct Services.
Major Responsibilities:

  • In collaboration with the local office, conduct a needs assessment before arriving at each R&P site to determine a plan of action and stakeholder buy-in.
  • Provide on-the-ground and/or virtual R&P and housing services to clients in partnership with local office staff. Services may include:
    • Clients' intake, securing housing,coordinating move-in logistics, completing home safety checklists, supporting clients in the lease signing process. Provide support in resolution of tenant and landlord issues as needed.
    • Support and assist in accessing or applying for housing assistance.
    • Conduct assessments with households to identify their housing needs andbarriers to housing stability.
    • Maintain accurate records in electronic case files and required databases and consistently ensure the confidentiality of information relevant to cases.
    • Collaborate effectively with local office staff and partner organizations. Ensure positive interactions with area service providers for the benefit of the local office and clients.
    • Conduct housing orientation with clients to educate clients on lease agreements, rights and responsibilities of tenants, fair housing, etc.
    • Teach clients how to make rent, utility, and other housing payments.
    • Train new and existing local office team members and provide housing guidance to colleagues on day-to-day challenges.
    • Carry out program quality assurance activities as requested. May train and lead the activities of support staff, volunteers, and interns.
    • Master R&P and housing program guidelines, and IRC policies to ensure accurate and effective contributions to local offices.
    • Coordinate with HQ Resettlement Team Housing staff in supporting the IRC offices as assigned.
    • Promptly reconcile travel expenses in financial management software.
    • Participate in regular R&P and staffing meetings.
    • Crosstrain with the R&P roving direct services staff to learn about R&P core services provision.
    • On non-deployment weeks, continue working with field offices as needed to develop more housing partnerships.
    • Other duties as assigned.
      Job Requirements:Education: Bachelor's degree in social work or related field of study preferred.Work Experience:
      • Minimum 2 years' experience successfully providing Reception and Placement (R&P) Program casework services preferred.
      • Experience working with refugee and/or immigrant populations required.
      • Minimum 2 years' experiences in providing housing services required, such as housing navigation, housing counseling.
      • Prior experience in onboarding and training staff and supporting quality assurance efforts a plus.Demonstrated Skills & Competencies:
        • Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.
        • Demonstrated success working and communicating effectively in a multi-cultural environment.
        • Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
        • Attention to detail and accuracy in work product.
        • Fluent in English, both spoken and written; proficiency in language(s) spoken by client group is desired.
        • Proficient in Microsoft Office applications (Word, Excel, Outlook); ability to use the internet and other digital tools for data entry, research and problem-solving purposes.
        • Valid driver's license and access to a personal, insured vehicle.
        • Ability to regularly lift -50 lbs
          Working Environment:
          • A combination of standard office environment, remote work, and 'field' time within the service delivery area to perform the above outlined responsibilities.
          • May require occasional weekend and/or evening work.

            Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.
